What camera is right for me? (Landscape)?

Ok, I would like to start photography, but can not decide which camera is right for me. I do not want to be a camera for beginners, not a professional camera. I am interested in landscape (nature) photography. My right current budget is approximately $ 1,000. My plan is to buy the three "lenses" that everyone seems to speak. (ND, polarized, and a graduated ND filter) What camera would you recommend? I can go a couple hundred more than $ 1,000 if really necessary, but I prefer not to.
