How I can adjust my camera aperture minimum my glasses?

I have the Canon Rebel XT (350D) with 35-50mm lens which is supposed to give me 1:3.5-5.0. but no matter how hard I try I can not set to an opening below 4.5. I work in AV mode which is opening in charge. Why?

When the lens is zoomed all the way out (in the widest position which is the angle) which is when you have available opening f/3.5.
